50 % of candidates selected for positions at UN Geneva were women in 2018.
Female staff at senior levels (P5 to D2) increased to 46 % in 2018 from 44 % in 2017.
The percentage of female staff at the P1 to P4 levels was 49 % in 2018, nearing parity.
Despite signs of progress, women were still under-represented in the highest professional categories at UNOG (P-5 to D-2 levels) in 2018.
Why adopt a policy for Gender Equality and the Empowerment of Women for the United Nations Office at Geneva? Analysis of UN-SWAP reporting show that United Nations entities that have adopted gender equality policies perform better in terms of gender equality. The Director-General undertook to adopt such a policy in 2016, as part of his commitments as “International Gender Champion”.


A specific gender policy is needed to accelerate progress towards gender parity at UNOG. In particular, this policy aims to:
  • Establish an inclusive organizational culture free from gender bias & discrimination
  • Ensure Gender Equality and the empowerment of women in the work of UNOG
  • Improve the representation of women at all levels


The objectives of this policy can only be met with the support of the entire UNOG staff. Its effectiveness relies on an accountability framework, which details the actions to be taken by everyone.   1. The Director-General is accountable for the implementation of the policy.
  2. All managers will ensure the inclusion of a gender perspective in all areas of the daily work.
  3. All staff at UNOG are encouraged to support the implementation of the policy in their work. In particular, they contribute to a gender-sensitive work environment.


UN-SWAP results

UN-SWAP is a landmark System-Wide Action Plan adopted in 2012 which serves as an accountability framework for gender equality and women’s empowerment across the UN system. It establishes a set of common measures with which to measure progress achieved by UN entities towards gender equality, including the mainstreaming of a gender perspective across all their operations. Each entity reports on its UN-SWAP results annually.

As part of his 2019 commitments as International Gender Champion, the Director-General decided to publish UN Geneva’s SWAP-results since 2014:
